EOTAS is where all forms of education take place outside of the formal school environment, to meet the specific needs of   children & young people who cannot attend a mainstream or special school.

Section 61 of the Children & Families Act, 2014, allows local authorities to consent to EOTAS for children & young people with social, emotional, behavioural, medical, or other issues which prevent them accessing education in the school environment.

Section F of the EHCP sets out the detail of the package of education identified to meet the child’s needs. This may comprise of a range of support within the EOTAS package, which substitutes what may be offered by a mainstream school, including  access to the national curriculum, educational trips, equipment, specialist support and access to any other education, health or social care services required.

EOTAS is subject to Annual Review as with all Education, Health & Care Plans, and may be agreed as a short-term measure (from issue of an EHCP to first Annual Review) or may be a longer-term measure.
